The Council for Elementary Education is an all India organization came into existence in 1984 under the aegis of veteran educationists primarily with the aim and objective to promote elementary education with special reference to the role being played by non-governmental organizations.. The Council is an NGO and is not associated to any Govt. at present. While the New National Policy on Education envisages a significant role of non-governmental agencies in the field of elementary education, at present, there is no organization, either at Central or State level, to guide and co-ordinate the activities of numerous schools functioning under the private management. The Council seeks to raise the status and standards of such schools and is in an effort to build up a sound national educational base for the country. It is registered under the Societies Registration Act of 1860 and is a non-profit making social and educational organization.
During the past 2-3 decades, numerous schools under private management have sprung up throughout the country and their number is progressively increasing. The fact is that for want of resources, the country has not been able to keep pace with the ever increasing population pressure and expand the educational facilities to the extent required. Now that, these schools have come to stay, there is no alternative but to bring them under some kind of control and regulate their working in the best national interests of the country. The Council has taken up several programmes to regulate the working of private schools. It has started a scheme for affiliation of schools so as to improve their working. The Council is keen that the schools affiliated to it reorganize their academic programmes on the lines of those recommended by the NCERT so that in due course, they may also come at par with other schools in the country.
